The Scout when released will be 2 x 10 amps per motor correct?

Yes the Scout is rated at 10 amps continuous per motor but the with the addition of a fan it can handle more, we actually haven't tested what the absolute limit is.

However there is no production pipeline in place for the Scout at this point, so people should plan on using Sabertooths or one of the other recommended controllers.
